Rebecca is the Digital Finance Team Lead at the U.S. Agency for International Development (USAID). USAID’s vision for digital finance is to advance resilience, well-being, empowerment, and equity for underserved communities by fostering the development of open, inclusive, and secure digital finance ecosystems and economies worldwide. Prior to joining USAID, Rebecca served as the Director of Financial Inclusion at Innovations for Poverty Action, a research and policy non-profit, from 2016 to 2023. Rebecca has more than fifteen years of experience leading programs on financial health, remittances & digital payments, and women’s economic empowerment with organizations such as the Inter-American Development Bank, Banco Union in the Dominican Republic, and the Inter-American Dialogue. She holds an MPA from Columbia University’s School of International and Public Affairs, and a BA from Bryn Mawr College.
